As your request concerned a German mission abroad the Foreign Office of the Federal Republic of Germany (Auswaertiges Amt) was requested by the German Parliament to examine the situation described and to reply to you directly.
First of all I would like to thank you for the information provided in your e-mail, as observations like these help us to identify problems in the vicinity of our missions abroad and to improve their appearance. It is important for us to provide satisfying service to all people who contact a German mission abroad, whether to apply for visa or to request any other information or assistance.
Three years ago the Consulate General in Novosibirsk introduced an appointments system which reduces waiting times for visas to a minimum. For that reason the situation you describe is due less to the visa applicants themselves than to third parties (private insurance salesmen etc.). The Consulate General is aware of this unsatisfactory situation and has several times requested that the local authorities take action.
The Consulate General has taken up your complaint and has again written to the competent Russian authorities (without mentioning your name). After examining the matter, the Mayor’s Office has now informed us that it intends to take legal action to remove cars parked illegally in the backyard of the building. In addition, we want to draw up a plan together with the landlord with the aim both of improving security on the premises and of improving the conditions for visa applicants waiting in Krasnij Prospekt 28.
